Billinge, head into billinge from the Windy Arbour end, where the farm shop is, there a bend to the right then a bend to the left, the very next bend is a path on the right hand side, I am on that path leading to the wood and island dam,

Billinge was in Wigan then, the scousers nicked it when they moved the borders in the 1970's

That pilot managed to get himself and two other pilots lost, and when they thought that they were over Scotland, they were actually over the Irish Sea, so they headed for Burtonwood, but he ran out of fuel and tried to land it in that field, well he did land it actually, but that aircraft never floo again, because it was in a few thousand bits ....

I thought that area was in 'Billinge and Winstanley' the border with Wigan Borough was at the Pony Dick, Sniffy Brook bridge.

Now look here! You're wrong!! Billinge was not 'in Wigan then'. It was, like it is now, in Billinge.
If you want to think 'council', like Wiganers usually do, it was under Billinge and Winstanley UDC.
